The Council is the executive body of the University and, as such, may exercise all the powers conferred and perform all the duties imposed on the University by the Hong Kong Baptist University Ordinance. Its membership comprises 18 lay members and 17 internal members.

The Council normally meets four times in each academic year, in October, December, March and June. The Office of Council and Court Secretariat and Legal serves as the Council Secretariat and assists the Vice-President (Administration) and Secretary, who is the Council Secretary, in servicing the Council, such as preparing for Council meetings, taking follow-up actions on Council resolutions/discussions, and involving Council members in major events of the University.
